Jeff was so impressed when he realized his previous employer used Civitas videos for training that he decided to join the company—realizing Civitas is a leader in the industry, not just in investor numbers, but also in integrity and knowledge, providing investors with safety and protection.

Stephanie Fang, Director of Investor Relations, started her career at Civitas with an internship and now leads efforts in the China market. Frank Chen, Regional Representative for China, was born in Zhejiang Province in southern China and studied in Shanghai, China and Melbourne, Australia. After 20 years in the industry, he joined Civitas, valuing its culture of relentless creativity and mutual trust with investors.

Jeff Kiser
Director, Head of EB-5 Investor Relations
Jeff Kiser joined Civitas after spending years specializing in EB-5 fundraising and investor relations. In the aggregate, he has helped raise over $1 billion in EB-5 capital across a range of projects. Kiser has worked closely with hundreds of families and individuals looking to pursue U.S. residency through EB-5 investment. Kiser’s clients have originated from all over the globe, including Asia, Africa, Europe, and the Americas. Fluent in Mandarin Chinese, Kiser has particularly deep experience building relationship with investors and intermediaries in China and Taiwan. Prior to his EB-5 work, Kiser worked for the U.S. Department of State and the American Chamber of Commerce in Shanghai, China. Kiser holds a bachelor’s degree in Finance from Ohio University and a master’s degree in Politics from East China Normal University.
Stephanie Fang
Director, Investor Relations
Stephanie Fang is responsible for developing and managing global investor relations for high-net-worth individuals, family offices, and institutions with a focus on East Asian markets. Since joining Civitas in 2013, Ms. Fang has helped hundreds of families and individuals invest in U.S. real estate through Civitas EB-5 and alternative investments. Prior to joining Civitas, Stephanie had experience working at China Everbright Bank and Citibank in Shanghai and New York. Ms. Fang holds a bachelor’s degree in economics from Hefei Normal University and a master’s in Finance from the University of Denver. Ms. Fang completed the Certified Financial Planning Program from Texas A&M University in 2019.
Rishabh Gandhi
Regional Director, India and the Middle East
Rishabh Gandhi is Regional Director of India and the Middle East at Civitas, where he leads investor relations, market development, and strategic partnerships across both regions. He brings extensive experience in investment migration, private client advisory, and cross-border capital strategies. Gandhi has advised hundreds of families and institutional partners on U.S. residency programs and alternative investment opportunities. Prior to joining Civitas, he held senior roles in global immigration consulting and wealth management firms. Gandhi holds a bachelor’s degree in Business Administration from the University of Mumbai in India and an MBA from the University of Oxford in the United Kingdom. He is fluent in English and Hindi.

Eden Ham is Vice President of Investor Relations at Civitas, where he leads outreach to global investors and manages strategic relationships across key markets. He brings over a decade of experience in financial services, with a focus on cross-border investment and wealth management. Prior to joining Civitas, Ham held leadership roles at international banking institutions, advising high-net-worth individuals on U.S.-based investment opportunities, including EB-5. He holds a bachelor’s degree in Finance from the University of Texas at Austin and an MBA from INSEAD. Ham is fluent in English and Korean.

Erin Lu is the Regional Representative for Vietnam at Civitas, where she oversees investor relations and strategic partnerships across the Vietnamese market. She brings years of experience in immigration investment, client advisory, and cross-border capital deployment. Lu has supported numerous families in navigating the EB-5 program and other U.S. investment opportunities, building strong relationships with local partners and investors throughout Vietnam. Prior to joining Civitas, she worked with leading migration consulting firms in Southeast Asia. Lu holds a bachelor’s degree in International Business from RMIT University in Ho Chi Minh City, Vietnam, and is fluent in Vietnamese and English.

Frank Chen serves as Regional Representative for China at Civitas, where he leads investor relations and market development efforts across Greater China. He brings extensive experience in cross-border investment, EB-5 fundraising, and international client engagement. Chen has advised hundreds of families pursuing U.S. residency through investment programs and has built strong networks with migration agents and financial professionals throughout China. Prior to joining Civitas, he held roles in private wealth advisory and immigration services. Chen holds a bachelor’s degree in Business Administration from Fudan University in Shanghai and is fluent in Mandarin and English.
