Mine Ekim, Managing Director, Legal & Head of Investor Experience at Civitas Capital Group, has co-authored an article in the Fall 2025 issue of IIUSA’s Regional Center Business Journal on USCIS audits of EB-5 regional centers – how these EB-5 compliance reviews work in practice, and how USCIS could improve the process.

Written with Jessica A. DeNisi of Klasko Immigration Law Partners, LLP, the article combines in-house and outside counsel perspectives into a practical roadmap for the USCIS audit process. It sets out what documentation EB-5 regional centers should expect USCIS to request, how to respond when requests reach back to conduct predating the EB-5 Reform and Integrity Act of 2022 (RIA), and how a well-handled USCIS audit can demonstrate strong governance to EB-5 investors and regulators alike.

The authors call on USCIS to publish a standardized EB-5 audit framework, issue written audit summaries, and clarify what finality a completed USCIS audit actually confers.
