An Insiders' View into EB-5 Reauthorization & the Midterm Elections with Civitas Capital Group & Klein-Johnson Group

On September 15, 2026, Civitas Capital Group hosted a webinar examining the 2026 midterm elections and the outlook for reauthorization of the EB-5 Immigrant Investor Program.
The discussion, moderated by Eric Celeste, Civitas' Director of Communications & Public Policy, featured Dan Healy, CEO of Civitas, and Izzy Klein and Matt Johnson, Co-Founders and Principals of Klein/Johnson Group, a bipartisan government relations firm that has worked with Civitas for many years.
The panel covered updates from Capitol Hill, the timeline for reauthorization, and the program's bipartisan standing heading into the midterms.

The webinar was held while Healy was in Washington, D.C., for the organization’s annual Leadership Summit and quarterly Capitol Hill fly-in. He joined Mine Ekim, Managing Director, Legal & Head of Investor Experience at Civitas, and their industry colleagues as they held 50 meetings with the offices of Senate Judiciary Committee and Senate Appropriations Committee members, senators representing states with high levels of EB-5 investment, and House leadership.
One takeaway from the webinar was clear: There has been no serious discussion of significant changes to the EB-5 program as it relates to reauthorization. Surprises remain possible, but substantial revisions are not currently expected as part of reauthorization.
Civitas Capital Group remains engaged with policymakers and EB-5 industry professionals in support of a long-term reauthorization. Thank you to Izzy Klein and Matt Johnson for a candid look at the view from Washington, D.C.
